What is the Star Rated Certificate program?

The North Carolina Star Rated Certificate program for assisted living facilities, also called adult care homes and family care homes, was established in response to requests of North Carolina citizens for increased availability of public information regarding the care provided in adult care facilities. The rules are based on General Statute 131D-10, and were created by the N.C. Medical Care Commission with input from residents and families in adult care homes, advocacy groups, providers, and others. The rules governing the Star Rating program are:

The Star Rating program became effective January 1, 2009. The program is administered by the N.C. Division of Health Service Regulation (DHSR), Adult Care Licensure Section.

The Star Rating program is designed to be used as a tool to assist consumers in making informed decisions regarding care options for themselves or a loved one. The Star Rating program provides consumers with information based on facility inspections by DHSR. However, when looking for an adult care facility, consumers should also seek out first-hand information to find a facility that matches their preferences and needs. When seeking placement options for a loved one, consumers should tour the facilities of interest, speak with the residents or family members of the residents regarding their satisfaction with the care and services provided, and consult with their county adult home specialist who monitors each facility on a regular basis. For adult care homes and family care homes, months will typically pass between inspections and much could change for the better or worse in a facility between inspections. Therefore, it is advised that consumers visit the facility themselves before making such an important decision.
