The Applications Management Section within DHHS IT is responsible for providing and maintaining comprehensive automation and software solutions to enhance service delivery and improve productivity to meet the business requirements of the Department. This section coordinates all levels of automation and software operations and maintenance for the Department; controls changes to production software; monitors all active production systems; and provides ongoing systems support for all major automated systems for DHHS.

This area within the Applications Management Section within the DHHS Information Technology Division is responsible for providing critical oversight functions for both the multi-payer NCTracks and NCAnalytics application systems. This section coordinates all levels of system enhancements for Operations and Maintenance, including but not limited to: technical management, functional build areas oversight, defect management, testing activities, project design documents, and business processes. NCTracks is the multi-payer claims processing system currently utilized by four Divisions within DHHS: Division of Medical Assistance, Office of Rural Health, Division of Public Health, and the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services. Claims are adjudicated real time can be entered directly into the NCTracks provider portal or as an X12 transaction submission.

The multi-payer NCTracks claims reimbursement system enables better management and oversight of State and federal funds, provides timely and accurate provider payments, and allows quality health care services for qualified beneficiaries within NC.

Financial Management Section

The DHHS IT Financial Management Section is responsible for the budget and all financial functions; ensuring that adequate funding is available to meet the division’s requirements for the provision of IT services to DHHS divisions, offices, and facilities. This section also provides budget and financial management consultation and support to the DHHS CIO, Division Directors, executive management, and budget offices in other DHHS divisions/offices. The financial management section is also responsible for collaborating with the DHHS Division of Budget and Analysis, the DHHS Office of the Controller, the DHHS Office of Procurement and Contract Services, DHHS Human Resources, and the Department of Information Technology (DIT) regarding budget, procurement, human resources, and other financial activities and analysis.

The IT Service Management Office (SMO) provides consulting, governance, administration and vendor management for IT contracts across DHHS. The mission of the SMO is to ensure IT vendors are delivering services within scope and at acceptable performance levels. This begins with assessing terms and conditions to verify they are agile and penetrating; with the intent of fostering effective negotiations, and efficient execution, throughout the system development and service operations lifecycle of IT contracts.

The Privacy and Security Office provides information security leadership for the Department of Health and Human Services by safeguarding information from unauthorized use, disclosure, modification, damage or loss.

Project Management Office

The DHHS PMO provides leadership for the department’s information technology project portfolio ensuring alignment with business and IT strategies. The PMO’s priorities are to:

  • Ensure successful implementation of IT solutions that satisfy business needs
  • Enable project transparency across DHHS
  • Facilitate IT portfolio management across DHHS

The DHHS PMO uses the DHHS project management methodology and a governance structure to ensure successful delivery of IT solutions. These solutions meet business needs and are in line with state and federal requirements, financial capabilities, and technical resource capabilities. From Business Concept to Project Closeout, the PMO manages, facilitates, oversees, advocates for, and reports on projects. The office provides support to the IT Governance Body (ITGB) for the review and approval of proposed DHHS IT initiatives. The DHHS PMO also manages and supports development of the department’s IT strategic plan, IT exception process, and IT-related expansion requests.
