Emergency Medical Services and Trauma Rules
The N.C. Medical Care Commission is proposing these rule amendments in the Emergency Services and Trauma rules in 10A NCAC 13P to define Community Paramedicine and its role within the respective EMS System. The rules will provide requirements for medical oversight and define the practice settings for credentialed EMS personnel. In addition, these proposed rules will clarify the definition of "hospital" to provide an exemption to hospitals owned and operated by the U.S. Government in response to the National Initiative for Military Hospitals to become designated Trauma Centers. The proposed rule amendments also provide clarity through technical changes that are being made. These rule amendments will benefit the quality of care and safety provided to the citizens of North Carolina.

- Procedure for subjecting a proposed rule to Legislative Review: If an objection is not resolved prior to the adoption of the rule, a person may also submit written objections to the Rules Review Commission. If the Rules Review Commission receives written and signed objections in accordance with G.S. 150B-21.3(b2) from 10 or more persons clearly requesting review by the legislature and the Rules Review Commission approves the rule, the rule will become effective as provided in G.S. 150B-21.3(b1). The Commission will receive written objections until 5:00 p.m. on the day following the day the Commission approves the rule. The Commission will receive those objections by mail, delivery service, hand delivery, or facsimile transmission.
