Accessing the Registries/Verifying Listings

Purpose: This Web page describes the procedure for accessing the registries (verifying registry listings) maintained by the Health Care Personnel Registry Section. Health care providers are required to access these registries prior to hiring unlicensed health care personnel (see Verification Requirements). Registry access is provided through a 24-hour automated telephone system as well as online. Staff assistance is available weekdays between 9 a.m. and 3 p.m., EST. The following registries are included:

N.C. Nurse Aide I Registry - This registry lists all nurse aides who have met the federal and state training and competency requirements to perform "Nurse Aide I" functions. The registry also includes substantiated cases of resident abuse, resident neglect and misappropriation of resident property committed by nurse aides in a nursing home. The Nurse Aide I Registry was established by 42 U.S.C. 1395i-3(e) and 42 U.S.C. 1396(r)(e); N.C. General Statute § 131E Article 15 as well as rules in Title 10A of the North Carolina Administrative Code (10A NCAC 13O and 10A NCAC 13D .2304) apply.

N.C. Medication Aide Registry - This registry lists people who have met the state training and competency requirements to work as a medication aide in a nursing home. The N.C. Medication Aide Registry was established by N.C. General Statute § 131E-270. N.C. General Statute § 131E‑114.2 as well as rules in Title 10A of the North Carolina Administrative Code (10A NCAC 13O) apply.

N.C. Health Care Personnel Registry - This is a comprehensive list of personnel who are under investigation for an allegation or have a substantiated allegation finding, pursuant to N.C. General Statute, § 131E Article 15. Rules in Title 10A of the North Carolina Administrative Code (10A NCAC 13O) apply. As required by federal law, substantiated findings of resident abuse, resident neglect, and misappropriation of resident property committed by nurse aides against nursing home residents are also listed on the N.C. Nurse Aide I Registry.

Procedure to access the registries and verify listings:

  1. The person making the inquiry supplies a valid social security number for the personnel to be verified. (Note: if verifying online, the inquirer may also supply an email address for future status change notices.)
  2. The section advises the inquirer whether or not the individual is listed on the Nurse Aide I Registry, the listing expiration date, and of any substantiated cases against the individual of resident abuse, neglect, or misappropriation of resident property in a nursing home listed on the Nurse Aide I Registry. If the Nurse Aide I has passed an additional state-approved geriatric aide training program in North Carolina, this will be noted with the verification and the date of program completion will be provided. The section also confirms whether the individual is listed on the N.C. Medication Aide Registry, with the listing expiration date, and confirms if there are any pending investigations or substantiated findings on the Health Care Personnel Registry. Note: A date-specific confirmation number is provided for each individual verified.
  3. The person making the inquiry notes the verification in the appropriate business files along with the confirmation number assigned for the inquiry. The confirmation number in the business files can be used for evidence of the registry access. The verification page with the confirmation number can also be printed directly from the website.
