Before a rule is published in the North Carolina Register, G.S. 150B-21.4(b1) requires OSBM to approve the fiscal impact analysis of the proposed text of a permanent rule change that would have an economic impact of at least one million dollars ($1,000,000) in a 12-month period, also called a "Substantial Economic Impact." OSBM must also check the fiscal impact analysis to be sure that G.S. 150B-19.1(a)(2),(5), and (6) were followed. You can find the division's regulatory impact analysis for rules with a substantial economic impact on the OSBM website.
