Revised 2009 Acute Care Bed Need Determination for Mecklenburg County

To: Recipients of the 2009 State Medical Facilities Plan

From: Elizabeth K. Brown, Chief of Budget and Planning

Date: June 26, 2009

The 2009 North Carolina State Medical Facilities Plan (SMFP) as published indicated need for 30 additional acute care beds in the Mecklenburg County service area. On October 1, 2008, ten of Presbyterian Hospital Huntersville's unlicensed observation beds were converted to ten general acute beds. This conversion occurred because of Presbyterian Hospital Huntersville meeting condition 4 of CON ID Number F-006064-99. Condition 4 is shown below:

4. The Presbyterian Hospital shall construct and develop no more than 10 unlicensed observation beds at Presbyterian Hospital North. If the average annual occupancy rate at Presbyterian Hospital North during federal fiscal year 2008 equals or exceeds the target occupancy rate as defined in the 2008 State Medical Facilities Plan for hospitals with 50 or more acute care beds, The Presbyterian Hospital shall be permitted to license the ten observation beds as acute care beds.

Pursuant to Policy Gen-2, the acute care bed inventory for Mecklenburg County has been revised and the projected need has been recalculated. The projected need for Mecklenburg county in the 2009 SMFP is decreased from 30 to 20 beds. Certificate of Need applications will be due October 15, 2009 for review beginning November 1, 2009. Completed applications with filing fees must be submitted no later than 5:30 PM on October 15, 2009.

An excerpt from a revised Table 5A (PDF, 41 KB) and a revised Table 5B (PDF, 14 KB) are available. In addition, this memorandum and related material will be placed on the Division's web site.
